History

Founded in 2024 by Lazhar Sahbani, a tax specialist,
CLS & Strategy has aimed at providing a large scope of service to its client from Dubaï and Algiers.
To broaden CLS value offering, in 2025,
he has been rejoined by Nicolas Arfel, an M&A expert, and Phetsamone Rasphone, a seasoned management consultant.

They have not only worked together within international advisory firms but have also become friends.
CLS & Strategy can leverage on their 25 years of international experience.
They share the same vision of supporting clients in the Mediterranean basin and expand further CLS&Strategy’s portfolio of services. 

Thus, in 2026, CLS has opened a new office in Tunis with local partners,
Sultan Jebeniani, an audit expert, and Wassim Baccari, a public sector consultant,
following the same model than in Algeria, with Mehdi Taïbi, an audit senior professional, as the anchor partner in Algiers.

CLS development is still at its early stage and you may expect further expansion in the near future.
